Europe's largest factory
For over a century, Skotfoss Brug was a vital part of Norway’s industrial development. Today, the area consists of 18,000 square metres of historic factory buildings. With an approved land-use plan in place, the site is now open for the development of up to 200 apartments in and around the original structures, along with new commercial spaces that will once again bring life and activity to the area.
Skotfoss Brug was once the heart of a vibrant local community, where people lived, worked and built their lives. As we now transform the area for the future, we aim to honour its legacy by carrying forward the values that shaped it. So that it once again becomes a place where people gather, create and build a better future together. Just as it always has been.

Skotfoss is a historic riverside town along the Telemark Canal, known for its industrial heritage and beautiful natural surroundings. Once a hub for Norway’s paper industry, the area has evolved into a welcoming community offering:

Timeline for development
1987
Industrial Peak Era
- After the closure in 1987, parts of the building complex were taken down.
- Four of the original production buildings still stand as proud, historic landmarks.
- Beneath the ground, an extensive basement system from the factory’s operational days still remains.
2005
A new ear
- The purchase of Skotfoss Brug marked the beginning of a new chapter for the former industrial site.
- A comprehensive restoration and revitalisation process was carried out to breathe new life into the buildings.
- One of Norway’s largest antique shops is being established, attracting visitors from across the country and abroad.
- A long-term vision for future development is taking shape.
- Partnerships with key players is initiated.
2023
Land Use Approval
- A formal planning initiative is submitted to the municipality.
- The City Council approves the framework for future land use.
- The decision opens for a new zoning plan that allows for up to 200 homes and commercial spaces in both existing and new buildings.
2025

- The detailed zoning plan is finalised and made available for public review.
- First and second readings are conducted by the planning committee and the municipal council.
- In parallel, concept solutions are being developed, partnerships are established and preparations are made to welcome new tenants.
2026
Construction Start, Sales and Completion
- Construction of the first phase begins, and housing sales are launched.
- Step-by-step completion and occupancy for residents and commercial tenants.
- A new, sustainable and vibrant neighbourhood is taking shape at Skotfoss.
